When the culvert at the Blaine Road crossing of Boulder Creek became severely deteriorated, Tillamook County needed an emergency replacement solution – even though they only had enough funding to complete design.
OBEC put together a special team that worked closely with the County to close the road to ensure public safety, remove the culvert, and install a temporary bridge while the County sought additional funding for construction of a permanent replacement.
OBEC assisted the County in securing American Recovery and Reinvestment Act (ARRA) stimulus funding for construction by quickly designing and permitting a new bridge that met all federal and Oregon Department of Transportation requirements.
The culvert was one of three in the area that are too small to channel the high water that frequently overtops the adjacent roads. This replacement also plays into the long-term goal of restoring Boulder Creek to productive fish habitat.
