Port of Siuslaw Floating Dock

The Port of Siuslaw's floating dock system in Old Town, Florence, provides an essential facility for the transfer of marine products from commercial fishing vessels to delivery trucks, and for public moorage.

OBEC designed the replacement of a structurally deficient dock system, which included a new commercial dock, new public dock, a diagonal connection between the two docks, gangway access, and other amenities. OBEC also coordinated extensive environmental permitting, including obtaining a Corps of Engineers and Oregon Department of State Lands joint permit.

Environmental permitting was complicated when, after the construction contract was awarded, Oregon Coast Coho were listed as a protected species. This occurred while the contractor was mobilizing to the site to begin in-water work, which could not proceed without a Biological Assessment (BA) and Biological Opinion (BO).

To complete the required documentation on short notice, OBEC staff worked non-stop through a weekend to write a detailed BA. Through close collaboration with all parties, the BA was reviewed and approved in less than three weeks, delaying the construction by a mere two weeks and ensuring that time-dependent funding could still be utilized.
