The three-way intersection of Upton Road, Scenic Avenue, and 10th Street was unsafe and failed to meet current roadway standards, so the City retained OBEC to provide extensive transportation infrastructure improvements to the area.
These improvements included widening all three streets to three lanes; adding bike lanes, sidewalks, curbs, and gutters; repaving; constructing new storm sewers and inlets; installing new signing and roadway striping; and relocating existing utilities.
The project also involved realignment of the intersection to a more standard configuration that would allow adjacent property to be developed following recent zoning changes.
