OBEC's planners provide innovative solutions to transportation problems and bring all types of transportation projects through project development, from alternatives narrowing through NEPA documentation. We provide alternatives analysis, corridor planning, roadway planning, and transit planning. Our team has extensive experience working on a wide range of project types, including light rail, streetcar, bus rapid transit, highway improvements, and multi-use paths.
We have extensive NEPA compliance experience, and have special expertise in developing strategies to use Documented Categorical Exclusions (DCEs) to minimize the time and cost to complete NEPA compliance while still securing agency approval and accomplishing NEPA’s purposes. We also guide project development to incorporate planning and environmental linkages (PEL) so that early project planning is NEPA-compliant.
In addition, we provide land use planning expertise during transportation project development. This includes preparing interchange area management plans (IAMPs), land use impact analyses, Statewide Planning Program goal exceptions, and land use permit applications.
